Who We Are

Look Down Lift Up is a 501(c)(3) nonprofit organization headquartered in Dallas, Texas, founded and led by Willie, J Dillard Founder & Executive Director. Born from direct, firsthand observation of the devastating gaps in support that leave single mothers struggling in poverty, homeless individuals invisible on city streets, youth drifting away from productive futures, and capable workers locked out of the economic mainstream, Look Down Lift Up was built with a singular conviction: dignity is not a privilege — it is a birthright.

Our name is intentional. It is a call to action — to look down at those who have fallen, and to lift them up. It is a posture of humility and a commitment to proximity. We do not operate from a distance. We go where the need is greatest. We sit alongside single mothers at kitchen tables. We walk alongside homeless individuals on Dallas streets. We mentor youth who have never been told they could wear a badge with pride. We place workers in jobs that change the economic trajectory of their families for generations.

Look Down Lift Up is not simply a nonprofit. It is a movement — one that Dallas has been waiting for, and one that communities across Texas are ready to embrace.

The Problems We Solve

  • The official poverty rate for single-mother families in the United States reached 31.3% in 2024 — nearly six times higher than the rate for married-couple families. In Dallas County, thousands of single mothers are navigating childcare costs, housing instability, and economic vulnerability with little coordinated support.

  • Law enforcement agencies across America reported recruitment challenges in over 70% of departments surveyed in 2024. Meanwhile, more than 3,500 youth law enforcement experience programs exist nationwide, yet they remain largely uncoordinated, underfunded, and inaccessible to the most disadvantaged young people — exactly the youth who have the most to gain and the most to offer.

  • On a single night in January 2024, 3,718 individuals were identified as experiencing homelessness in Dallas and Collin Counties alone. National figures surpass 650,000 on any given night, and the Dallas-Fort Worth region continues to grapple with racial disparities — Black households represent only 19% of the general population but 57% of the homeless population.

  • In Texas alone, 640,500 residents were unemployed in 2024, with an additional 433,500 working part-time against their will due to lack of full-time opportunities. Underserved communities in Dallas face structural barriers — inadequate training, lack of employer access, and credential gaps — that keep capable workers sidelined from a thriving regional economy.

Rebuilding Independence for Single Mothers Everywhere

Financial literacy, emergency assistance, childcare, mental health, housing stability, and job readiness for single mothers in Dallas County

Haven

Homeless Assistance, Vital Services, Emergency Needs

Street outreach, emergency supplies, resource navigation, transitional housing partnerships, and 90-day intensive case management for homeless individuals

Shield

Shaping Heroes in Every Law Enforcement Direction

Mentorship, career pathway support, scholarships, and structured pipeline into law enforcement careers for disadvantaged youth ages 21–30

Launch

Leveraging Abilities, Unlocking New Career Heights

Workforce readiness bootcamps, industry-specific training, employer partnerships, job placement, and entrepreneurship modules for unemployed/underemployed adults
